Many "the network is slow" cases turn out to be DNS latency, not the link itself. Measuring the lookup with dig first cuts troubleshooting time a lot.
MTU mismatches rarely break everything. They break the big packets: pings pass, small pages load, and file transfers stall. That pattern alone is a strong hint.
